ATVM Loan Programs: Decisions Imminent?

August 27, 2009: XP Vehicles, Inc., a California-based electric car maker was notified by the U.S. Department of Energy (US-DOE) that their Advanced Technology Vehicles Manufacturing (ATVM) loan program application had been rejected.

Based on this outcome it appears the rest of the decisions from the US-DOE on the successful recipients of the ATVM Loan Programs are now imminent. These decisions are bound to have a profound and lasting effect on the future success of the advanced Li-ion battery industry in the US. Several US battery companies (for example, A123 Systems, Valence Technology, AltairNano and others) have applied for ATVM Loans in order to fund the large scale manufacturing of large format Li-ion batteries in the US.

    Thanks for your great work!

    Could you comment on your thoughts of companies who do not get the stimulus money? One company that comes to mind is Valence Tech. and another is XP energy (which was contacted last night by the DOE with a "no").
    Do you think the DOE has the ability to pick the winners? Maybe the answer is all the small players that figure it out get bought by the big players.
    My understanding on BYDDF.PK is that Warren Buffett's right hand man is ready to invest more money with them to support the U.S. launch, any thoughts?
    Any thoughts on the Nissan Leaf?

    Good points. I really worry about the negative impact on the companies that do not benefit from the stimulus money (i.e. the DOE grants). As you say, Valence is a prime example. It is in direct competition with other phosphate manufacturers such as A123 Systems - and this result puts it a big disadvantage.

    I think the DOE has picked its 'winners' = A123, JC, SAFT etc. The others get nothing. The same will probably happen with the stimulus loans.

    We have to watch BYD carefully. Soon it will probably be the biggest Li-ion phosphate volume producer.
